Case Statement for New Facility

Park Manor Care has been a landmark for the residents of Transcona for over 48 years, providing compassionate care to the elderly and infirm. We have an established reputation of exemplary care that extends outside the boundaries of this community.

Park Manor has been considering redevelopment options for the last number of years; driven by the need to ensure that the residents of Transcona and surrounding areas receive quality personal care home services. We, at Park Manor Care are committed to continue providing these services

The health message has been an important part of the Seventh-day Adventist Church since its inception. One of the better known healthcare practitioners was Dr. J. Harvey Kellogg, the inventor of Corn Flakes and peanut butter. The Seventh-day Adventist church sponsors health care institutions around the world. More than forty years ago, following the establishment of an acute care centre in Toronto, Manitoba provincial and Winnipeg city officials were approached about establishing a Seventh-day Adventist health care facility in the City of Winnipeg.

In 1967, Park Manor Personal Care Home opened a then “state of the art” personal care home to serve the community of Transcona. Originally located on the eastern edge of this community, Transcona has experienced significant growth over the last 20 years and Park Manor is now surrounded by ever growing housing developments.

Over the years Park Manor has received funding for safety, security type upgrades and these funds have been greatly appreciated. However, Park Manor is no longer a “state of the art” health care facility and for the past 10 years we have been working towards a replacement facility to continue providing care to the residents of Transcona.

Park Manor has earned a positive reputation for the care provided to the members of this community and it is the acknowledged health care facility for Transcona.

We have a large core group of long term employees made up of many staff from the community who know the residents and their families personally. These loyal staff members follow Park Manor’s mission which is: “Offering love, peace, compassion, hope and empowerment… to care as Christ does.”

Park Manor is a 100 bed facility with a large percentage of shared rooms – 44 private, 20 semi-private and 4 – four bed wards; only 22 of the 100 beds are completely private including their own washroom.

While on the main floor there is adequate recreation and dining space, the second floor is greatly lacking in these areas.

Park Manor has approximately 170 staff members, 135 volunteers and most are residents of Transcona. We have an Adult Day Program that provides service to 30-40 members of this community. The Meals on Wheels program provides meals to the community, serving 25 meals per day, 5 days a week

Park Manor, having identified a ned in the community for affordable seniors housing, built and manages East Park Lodge. EPL has 60 suites of independant living , with some home care assistance provided by ACCESS if needed. Each suite is fully equiped for independant living and has a call bell system directly to the personal care home if immediate assisstance is required. Park Manor is also priviledged to offer SSGL support for our seniors . These two individuals help with appointments, groceries and other tasks our seniors may not be able to accomplish on their own. 

With the Manitoba government’s “Aging in Place” strategy and its initiatives to renovate shared spaces and add supportive and assisted living spaces, we feel that the time is ideal to move forward with our development strategy of Park Manor. We submitted a new proposal for a 72 bed residential type personal care home – in February of 2018 and again in April of 2019, are awaiting a response. 

East Park Lodge is looking at options for a new Assisted Living facility to be built on the property adjacent to East Park Lodge and connected by a concourse at the front of the building.  We would hope to be able to develop a space for Canterbury Day Care on the main floor of that facility.

The cost of the new residential personal care home will be significant. Park Manor will need the personal and financial support of our community.  We feel that with the help of God and this caring community we can achieve our shared goals.
